It is 5:45 a.m. and the safety huddle is breaking up. Three hundred and eighty badges have already scanned through the north gate, the crane crew is walking to the pick, and the concrete trucks for the 7:00 pour are queued on the county road. Every one of those movements was decided weeks ago on a single sheet of paper: the construction site logistics plan. When that plan is good, the morning feels boring. When it is not, you find out around 9:15, when a pump truck cannot get past the laydown yard and forty electricians are lined up outside two portable toilets.
This guide walks through what a site logistics plan for a large project should contain, and then goes deep on the part most plans treat as an afterthought: where restroom trailers, shower trailers, and handwash stations actually belong. Sanitation is the one temporary facility every person on site uses several times a day, which makes its placement a productivity decision, not a housekeeping one.
What a Construction Site Logistics Plan Contains
A construction site logistics plan is the drawing, usually one sheet per phase, that shows how people, materials, equipment, and waste move across the site without colliding. On a data center campus or a heavy civil job, the general contractor owns it, and the superintendent or a dedicated logistics manager lives in it every day. Owners increasingly ask to see it before mobilization, so it needs to survive scrutiny from someone who has never set foot on the property.
The elements are familiar, but the discipline is in drawing them for each phase rather than once at the kickoff. A complete plan should show:
- Gates and access control: which gate accepts which vehicle class, badge-in points, visitor check-in, and emergency egress.
- Haul roads and internal traffic: one-way loops where possible, turning radii sized for the largest delivery, and pedestrian routes separated by barrier.
- Laydown and staging: zones sized to the material footprint and placed inside crane reach, with a rule for how long anything may sit.
- Crane locations and swing radii: pick zones, exclusion areas, and the sequence in which cranes come and go.
- Office trailer complex: GC, owner, and major subcontractor trailers, plus the conference and safety orientation space.
- Parking and shuttle drop: worker parking, carpool lanes, and bus loops on remote sites.
- Sanitation and welfare: restroom trailers, shower trailers, handwash stations, break tents, water, and first aid.
Most superintendents draw the first six well. The seventh usually ends up as a cluster of rectangles near the parking lot, placed wherever there was room after everything else. That is where the money leaks out.
OSHA 1926.51: The Minimum, Not the Target
The federal floor is 29 CFR 1926.51(c), which ties toilet count to headcount. Twenty or fewer workers need one toilet. Above twenty, the standard calls for one toilet seat and one urinal per forty workers. At two hundred or more, the ratio loosens to one seat and one urinal per fifty. The count only includes facilities that are actually usable: an OSHA interpretation letter is blunt that a toilet in unsanitary condition is not "provided" at all.

The regulation is quiet on distance, but OSHA's guidance on restroom access treats facilities as "nearby" only when a worker can reach them promptly, generally within a ten minute walk. On a 100 acre data center campus, a single sanitation cluster by the parking lot can easily fail that test for the crews working the far building. The Walking Time Math Nobody Puts in the Estimate
Here is the calculation worth running before you place a single unit. Take a 400 worker peak. Assume each person makes three trips a day, which is conservative on a summer slab pour. If the nearest restroom is a four minute walk each way, every trip burns eight minutes of travel before anyone waits in line. That is 24 minutes per worker per day, or 160 labor hours a day across the site. At a blended rate of $65 per hour, the walk alone costs a little over $10,000 per day.
Now move that restroom cluster to a one minute walk from the work face. The same 400 workers spend 6 minutes a day traveling instead of 24. The site recovers 120 labor hours every day, roughly 600 hours a week, from a placement decision that costs nothing but a little thought and a gravel pad. Over a six month peak, the difference is measured in thousands of hours, which is more than the entire rental cost of the facilities.
Distributed placement also shortens queues. Eight stalls spread across two trailers near two work zones clear faster than sixteen stalls in one place, because the demand peaks (break, lunch, end of shift) hit each cluster with half the crowd. Think about sanitation zones the same way you think about laydown: close to the work it serves, and moved when the work moves.
Service Truck Access Decides More Than You Think
A restroom trailer is only as good as the truck that pumps it. On a busy site the service visit happens two or three times a week, often before the first shift, and it needs a clear path in and out every time. The pumper is a heavy single or tandem axle truck, and its suction hose has real limits: three inch hose loses effectiveness past roughly 150 feet, and the driver would much rather pull 40 feet than 140. If the truck cannot reach the tank, the trailer does not get serviced, and an unserviced trailer is a compliance problem by the next morning.
Draw the service route on the logistics plan like any other delivery route. The truck needs a turning radius similar to a concrete mixer, a pull-through or a safe backing zone, and overhead clearance of 13 to 14 feet under temporary power lines and tree limbs. Place trailers on a compacted, level pad that will still be firm in March. Two more details prevent most service failures. First, keep the pad outside the crane swing radius and the active laydown zone, so the truck never has to wait on a pick. Second, put the trailers where the service driver can reach them from the perimeter road without badging through the deep interior of the site. That single choice removes a recurring gate conflict at the busiest hour of the morning.
Water, Power, and Pump-Out: Plan the Hookups Early
A flushing restroom trailer needs three things: freshwater, electrical power, and waste removal. On a greenfield data center or a solar site, none of those may exist during early civil work. The plan should say, for each phase, whether facilities run on temporary utilities or on self-contained support. A generator and a water box let a trailer sit anywhere the truck can reach, which is the right answer for the first months of a remote build. Once temporary power and a water tap are within about 100 feet, hard-wiring and hard-plumbing cut the noise, fuel runs, and daily checks.
Shower trailers change the arithmetic. An 8-station shower trailer uses far more water than a restroom and needs a larger holding tank or a direct sewer tie-in. Place showers where a water supply is reliable and close to the parking or shuttle side of the site, since workers use them at shift end on the way out. A combo restroom and shower trailer is a practical answer for a smaller crew or an early phase, before headcount justifies separate units. Handwash stations follow a simpler rule: one within a short walk of every eating area and every restroom cluster, refilled on the same visit as the trailers. On a site with a lot of concrete and drywall dust, a second set near the break tent pays for itself in fewer complaints and better hygiene numbers on the safety audit.
Relocating Facilities as the Building Envelope Closes
The site that exists at foundations is not the site that exists at dry-in, and the logistics plan should show sanitation moving with the work. Early on, crews are spread across a wide footprint of excavation, underground utilities, and foundations, so restroom clusters belong at the edges of that footprint, near the haul road. As the structure goes vertical, the workforce concentrates inside the building, and the facilities should tighten in toward the entrances that crews actually use. Once the envelope closes and interior trades stack up, that is when headcount peaks and when the far cluster by the parking lot is the wrong answer for almost everyone.
